I was also stuck at the 40mb mark. Changing the DNS to 4.2.2.2 and flushing the old DNS cache got it working for me. Imagine blaming end users because they can't download a game without using a workaround I've been sitting here downloading the base game for 3 hours and then the launcher decided at 30% it couldn't download data forcing me to start again, I don't use a vpn and I made sure to deal with anything that could interfere
